SKF USA INC. v. UNITED STATES Slip Op. 00-2 (January 5, 2000) FINAL RESULTS OF REDETERMINATION PURSUANT TO COURT REMAND SUMMARY The Department of Commerce has prepared these final results of redetermination pursuant to the remand order from the U.S. Court of International Trade in SKF USA Inc. v. United States, Slip Op. 00-2 (CIT January 5, 2000). In accordance with the CIT's instructions, we have (1) excluded from SKF's U.S. database any sample transactions that were not supported by consideration, (2) converted the difference-in merchandise (DIFMER) variable using the appropriate exchange rate, (3) converted the value for the home-market variable cost of manufacturing (VCOMH) from Swedish krona to United States dollars, (4) converted certain variables to reflect that SKF had reported them in hundreds of Italian lira, and (5) corrected the programming language that calculates home-market indirect selling expenses. The specific methodology reflecting these program modifications are discussed in the memorandum entitled Draft Results of Redetermination Analysis Memo for the 93/94 Administrative Review, dated March 22, 2000. The results of these changes are identified in the section below entitled Final Results of Redetermination. On March 22, 2000, we released the draft results of redetermination pursuant to the remand order in Slip Op. 00-2 to all parties for comment. On March 24, 2000, we received one ministerial-error comment from SKF. We did not receive any comments from the Torrington Company. We have addressed SKF's comment in the Discussion section that follows. DISCUSSION SKF points out that, while the draft results analysis memorandum and the computer program the Department of Commerce used to generate the margin contain the correct recalculated margin of 1.93 percent for ball bearings, the draft results of redetermination reflected an incorrect margin of 2.18 percent. We agree with SKF and have identified the correct weighted-average margin in the Final Results of Redetermination section below. FINAL RESULTS OF REDETERMINATION As a result of this redetermination, we have recalculated the weighted-average percentage dumping margins for SKF Sverige for ball bearings (BB) and cylindrical roller bearings (CRB) as follows:
